The heart emoticon is formed with a "less than" symbol - < - and the numeral three:

Together, they look vaguely like a heart turned on its side, and as such are often used to stand for "love" or "loves" in much the same way that the normal heart-symbol is often so used on bumper stickers and other places.

The earliest known widespread use of the heart symbol in this fashion is the classic "I♥NY" design.
